executives in critical, sensitive or confidential matters,
including personnel matters and is proactive in anticipating needs
and trends. Consults with senior management and executives within
the business function, and at higher levels within the agency on
critical organizational and management issues.* Guides the practice
areas in planning, organizing, and/or leading all phases of
multifunctional efforts to evaluate plans and proposals for
projects involving broad areas of work processes, operational
practices, and integration between various functional areas.*
Projects and studies involve providing technical expertise,
directing the analysis and evaluation of plans and proposals for
projects, providing implementation support, assessing
accomplishment of program and management goals and objectives and
prescribing or formulating new or revised policy.* Counsels
management in assessing impact of new or modified program
requirements.* Identifies resources required to support varied
levels of program operations. Identifies trends and anticipates any
adverse impact on budget and/or work plans. Develops innovative
solutions, documents findings and conclusions and makes

travel.QualificationsFederal experience is not required. The
experience may have been gained in the public sector, private

per week, on your resume.You must meet the following requirements
by the closing date of this announcement:SPECIALIZED EXPERIENCE:
GS-13 LEVEL: You must have 1 year specialized experience at a level
of difficulty and responsibility equivalent to the GS-12 grade
level in the Federal service. Specialized experience for this
position includes: Experience using of a wide range of analytical
and evaluative methods and techniques, both qualitative and
quantitative; management and organizational principles to apply to
Embedded HR programs, projects and studies concerning the
efficiency and effectiveness of operations and means to improve
them. Experience with project management and organizational
processes to evaluate projects and studies and to identify problem
HR areas, trends, deficiencies, or other similar factors affecting
operations. Experience with oral communication techniques to
present findings, deliver briefings, and negotiate solutions to
disputed recommendations.MEET TIME-IN-GRADE REQUIREMENTS FOR GS-13:
Under merit promotion procedures, applicants must satisfy
time-in-grade requirements contained in 5 CFR 300, Subpart F. Time
is credited based on calendar time served in a grade, regardless of
the number of days or hours worked.TIME AFTER COMPETITIVE
