TechnologyThe following are the duties of this position at the full
working level. If this vacancy includes more than one grade and you
are selected at a lower grade level, you will have the opportunity
to learn to perform these duties and receive training to help you
grow in this position.* Plans, leads, coordinates, communicates,
integrates, evaluates, and is accountable for the overall success
of the information technology program, ensuring alignment with
critical strategic objectives and agency priorities. Sets a series
of annual, multiyear, or similar types of long-range work plans and
schedules for in-service work. Assures implementation of the goals
and objectives for IT program(s). Determines the best approach or
works with other high-level managers to determine the best approach
for resolving budget windfalls and/or shortages; and plans for
long-range staffing needs. Works closely with other high-level
program officials in the development of overall program goals and
objectives.* Ensures the work efforts achieve the outcome specified
within the agency's business and information technology strategies,
including appropriate strategic, life-cycle management, and capital
IT investment plans. Work includes project selection,
prioritization, evaluation and monitoring, cost schedule
management, risk management, quality management, and resource
allocations. Manages the execution of all planning, marketing,
budget development and execution, customer support, acquisition,
and contractual activities associated with the program(s) to
include acquisition planning, preparing Statements of Work, and
requests for proposals and information.* Responsible for cost
estimating, planning, programming, budgeting, program integration,
developing life-cycle documentation, and overseeing assigned
projects associated with the program. Provides advice and
assistance to top agency management officials on the accomplishment
of major program initiatives. Orchestrates source selection efforts
and approves deliverables. Evaluates contractor/vendor performance
in research, testing and analysis, design and development, quality
improvement, risk management, sustainment, and life-cycle
management activities as they relate to IRS IT program(s) and the
project(s) led by the incumbent. Oversees the principles, methods,
and techniques of information technology (IT) assessment, planning,
management, monitoring, and evaluation such as internal
(interagency) and external (government-wide, Treasury, OMB, etc.)
functional analysis, contingency planning, and disaster recovery.*
Identifies customers' information systems requirements, analyzes
information systems, and manages analytical studies and
cost-benefit analyses. Monitors compliance with laws, regulations,
policies, standards, and procedures. Purchases or may review
options to contract for IT services, equipment, or other items.
Manages the integration of information systems subsystems; develops
information systems testing strategies, plans, or scenarios; and
identifies standards and/or requirements for infrastructure
configuration. Manages the development or implementation of
information systems security plans and procedures and ensures
appropriate product-related training and documentation are
developed and made available to customers.* Keeps informed on
current developments and on new applications of information
technology (hardware, software, and telecommunications), emerging
technologies and their applications to business processes, and
applications and implementation of information systems to meet
organizational requirements. Attends and participates in meetings,
symposia, and correspondence with other professionals. Conducts
formal briefings at all echelons to include executives at all
levels of the agency and other agencies (Office of Management and
Budget, General Services Administration, etc.), and private
companies. Maintains contact with other groups and organizations
performing related work and coordinates new ideas and developments.

temporarily telework on a full-time basis due to COVID 19.
Employees must be within a 200-mile radius of their official
assigned post-of-duty (POD) while in a telework status. Once normal
operations resume, employees may be directed back to the office to

not required. The experience may have been gained in the public
sector, private sector or Volunteer Service. One year of experience
refers to full-time work; part-timework is considered on a prorated

requirements by the closing date of this announcement:SPECIALIZED
EXPERIENCE: GS-15 LEVEL: You must have one year of specialized
experience at a level of difficulty and responsibility equivalent
to the GS-14 grade level in the Federal service. This experience
must include Information Technology (IT) related experience that
demonstrates each of the following four competencies: 1) Attention
to Detail, 2) Customer Service, 3) Oral Communication and 4)
Problem Solving. Specialized experience for this position includes:
Experience that demonstrates accomplishment of computer project
assignments that required a wide range of knowledge of computer
requirements and techniques pertinent to the position to be filled.
This knowledge is generally demonstrated through assignments that
required the ability to analyze a number of alternative approaches
in the process of advising management concerning major aspects of
IT system design. This would include defining what system
interrelationships must be considered, or what operating mode,
system software, and/or equipment configuration is most appropriate
for a given project.At this level, you must demonstrate knowledge
of and skill in applying expert project management knowledge, and
the ability to lead projects including methods, metrics, tools, and
techniques of business process reengineering, contracting and/or
procurement, and contract negotiation and administration; ability
working with cost-benefit analysis methods, achievement strategies,
tools of quality assurance and quality control; expert knowledge of
the architecture and typology of software, hardware, and networks,
including LANS, WANS, and telecommunications systems, and systems
life cycle management. Your experience should also include skills
in leadership and teambuilding, decision making, reasoning, and
problem solving.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: For
positions above the GS-05, applicants must meet applicable
time-in-grade requirements to be considered eligible. One year (52
weeks) at the next lower grade level is required to meet the
time-in-grade requirements for the grade you are applying
