grow in this position.* Performs or assists in performing
operational reviews, prepares or assists in preparing program
evaluations and provides guidelines pertaining to the effectiveness
of line program operations in meeting established goals and
objectives.* Advises on program staffing; recommends changes in
methods, procedures and techniques to improve baseline measures;
and conducts studies of employee/organizational efficiency and
productivity and recommends changes in improvements in
organization, staffing, work methods procedures.* Performs other

within a 200-mile radius of their official assigned post-of-duty

telework; employees must meet and sustain IRS telework eligibility
requirements and supervisor's approval to participate in the IRS
Telework Program. As a reminder - If you are selected for a

management.* A 1-year probationary period is required (unless

for business-related travel.QualificationsFederal experience is not
required. The experience may have been gained in the public sector,
private sector or Volunteer Service. One year of experience refers
to full-time work; part-time work is considered on a prorated
basis. To ensure full credit for your work experience, please
indicate dates of employment by month/year, and indicate number of
hours worked per week, on your resume.You must meet the following
requirements by the closing date of this announcement:GENERAL
EXPERIENCE: GS-05 You must have three (3) years of general
experience, one (1) year of which was equivalent to the GS-04 grade
level in the Federal service. Specialized experience for this
position includes: Experience analyzing problems to identify
significant factors, gather pertinent data, and recognize
solutions; Plan and organize work; and communicate effectively
orally and in writing. OR Four (4) year course of study leading to
a Bachelor's degree at an accredited college or university in any
field of study OR Combination of education and experience
equivalent to that described above.SPECIALIZED EXPERIENCE: GS-07
You must have one year of specialized experience at a level of
difficulty and responsibility equivalent to the GS-05 grade level
in the Federal service. Specialized experience for this position
includes: Experience with functional programs, operations and
processes sufficient to perform studies and evaluate program
operations; Experience with analytical and evaluative methods and
techniques and/or management and organization principles for
assessing program development or execution and improving
organizational effectiveness and efficiency. OR One (1) full year
of graduate level education at an accredited college or university
in a related field of study that demonstrate the necessary
knowledge, skills and abilities to do the work. OR Superior
Academic Achievement (SAA) may be met by having a Bachelor's
degree, with one of the following: A GPA of 2.95 or higher on a 4.0
scale for all completed undergraduate courses or those completed in
the last 2 years of study, or a GPA of 3.45 or higher on a 4.0
scale for all courses in the major field of study or those courses
in the major completed in the last 2 years of study, or rank in the
upper one third of the class in the college, university, or major
subdivision, or membership in a national honor society recognized
by the Association of College Honor Societies or a combination of
qualifying graduate education and experience equivalent to the
amount required.ORCOMBINATION OF EXPERIENCE AND EDUCATION: You may
qualify by a combination of experience and education. Options for
qualifying based on a combination will be identified in the online
questions.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: For positions
above the GS-05, applicants must meet applicable time-in-grade
requirements to be considered eligible. One year (52 weeks) at the
next lower grade level is required to meet the time-in-grade
requirements for the grade you are applying for.ANDTIME AFTER
COMPETITIVE APPOINTMENT: By the closing date (or if this is an open
